Grill asymmetry question

I noticed today that these two parts of the grill are not mirror images of each other and I'm wondering if this is normal and if so, why.

The small grill on the driver side (LHD) is only partially perforated. The small grill on the passenger side is completely perforated. Photos below.

Look behind the grill and should find an engine oil cooler.

That makes sense for the perforated side. Is there a reason for the other side being incompletely perforated?

Why put holes in it if they are not needed? Keep the fender well clean.
