HOW TO: Work with size of forum ATTACHED image???

Hi, im NOT a noob and been on the forums since 2005, but recently (because of the work im not able to use pretty much all image hosting websites so ive tried to use forum provided file service.
My question is how do i insert the image into designated spot of the text and how do I change the size of the attachment?

Here is example attached photo:

And now it is also at the bottom V as a huge picture...

Use a VPN and get access to most blocked sites at work.
