All cars have the cutouts. Not sure what you mean by "fake cutouts".

I saw the 'fake' ones on the 1-series...it is just a rectangular bump on the bumper (still one piece w/ the whole bumper), whereas for my car, it really is a cutout w/ a separate rectangular piece.

Ok, take this example - bizarre to say the least. I have real cutouts, and also VIN decoder says that I have a headlight washing system installed, and I still haven't once seen it in action in all the 5 months that I've owned my car. huh

I think the activate every 3rd pull to wash your windshield. It's relatively easy to "make" them come on. Warning: don't do that when you have a freshly washed / cleaned car, you will be mad.
