I wouldn't because I don't make noise. I would rather a neighbor do or not do just about anything than to be noisy... Noisy neighbors are likely just
bad neighbors in general. A bit of noise during reasonable hours and not often, fine. Party gets loud for one hour on a Friday night? Fine. Any instances that are drawn out or recurring, though--not fine.
