I think RB has a different strategy.
VER is much quicker than PER. VER keeps in front of PER, so PER can profit from multiple DRS zones. That happened with the start/first stint of the race, and also after both had pitted, VER came on track just in front of PER, again DRS'es.
I don't think this is a coincidence.
And he keeps just a few seconds in front (PER can't stay forever in DRS, as that gives lots of wear). So VER can drop back when again a DRS is needed.
If needed VER can always drop back between PER and LEC, but I'm sure he rather dont.
Let's see how the race continues. I think Max is continiously holding back.
