In the early 90s CARB said 10% of new automobiles sold in California would be emissions-free by the year 2000. While that was a worthy goal, it didn't map at all well with what was possible at the time.

I think today's situation is similar: a necessary target data has been set, and now we'll see how quickly the impediments to success can be removed. Mines taking well over a decade to be approved and producing and the very long time it takes to get even renewables connected to the grid look to me to be the main issues today. There's a lot of work still to be done to get all the pieces working in concert.

The transition will take place; it's just a question of when.
