Even the current admin pushing these regulations, don't even say this. They have set a goal for half of new car sales to be electric, fuel cell or hybrid electric vehicles by 2030. Looks like 2050 for "majority" to be EV's.
Half the ICE's on the road today will still be on the road in 2030, let alone all the ones yet to be built.

I'd believe 2050 is possible for the balance to shift, but not much sooner, and is all still predicated on discovering some as-yet undiscovered solution(s).
