Once the sensor goes green (Less than one second behind the car in front) they press a button to open the wing. You can close it by pressing the button again/letting go of it/hitting the brakes.
In the early days of DRS Ferrari used to have the actuator switch on the left side of the pedal box so you can rotate your brake foot counter-clockwise to open it. I don't think anyone uses this method any more.
