Yes, this is the best price performance ratio solution for upgrading the 35i/35is in the EU legally.
BTW: There are vendors which are drilling the oem rear rotors.

Yes. For the 30i with the 330mm discs your solution is no downgrade, so this is possible to legalize by technical approval in the EU.
Although, in my opinion the 35i/35is-brakes would be the cheaper solution for upgrading the N52 brakes. I will also install my brakes in our e88 N52 after I have installed my new brake to the Z.
