No. Tomsula's problem was he didn't know offense well enough and didn't have enough coaching contacts or clout to recruit a competent OC.
Think about it. You're a well regarded offensive mind and your going to sign up with a former d-line coach in his first NFL HC job where they just fired the last guy after 4 years, 3 champioship games, and 1 super bowl.

This is why most HC hires are former HC's or coordinators. The best Tomsula could do was the QB coach from his own team (which had a regressing starting QB). That's like taking your sister to prom.
