The error was Race Control not telling drivers during the pre race meeting that track limits at turn 4 would be policed.
Yet maybe if Horner hadn't snitched on Hamilton there might have been no directive to Verstappen to give the place back later on.

I think a lot of people are missing the point. Regardless of whether they started policing the track limits at that turn or not, they were always going to make him give that place back or penalize him, because he made the pass off track. Off track is off track when it comes to making a pass. General policing of track limits and enforcing the rule of making a pass
on track aren't tied together.
