Technically it needs to be registered in the state you reside, but law enforcement really isn't too concerned with where it's registered.......until you have our attention (...
e.g...a traffic violation, traffic accident, etc.). People who live in California will register vehicles in the surrounding states to avoid the high/ridiculous vehicle registration fees and save on insurance. In your case, your mother lives in the same state so you're good either way unless insurance companies there view parishes differently.
