I believe HAM enjoyed advantages that not even BOT had,(which left BOT appearing to look confused at times) the dynamics being adjusted in such a way as the race progressed that did not impact on any rules.
Latest news is that McLaren now have doubts about the Merc engines' fit/performance as the vote for engine freeze, sprint races and other things is in progress.
