Hi there, and welcome! Heads up you are posting in the pre 2005 forum, so you may want to repost in the E70 X5 forum or at least the E90 N55 motor sub forum here.

That said, eccentric shaft failure is pretty rare, so I don't know what the repair looks like offhand.
Eccentric shaft sensor is very common though and should be relatively inexpensive... Around $1,000.

If the diagnosis and quote is accurate for your vehicle, I would say it's time to walk away. There are plenty of lower mileage e70s out there for around 8 to $10,000. Put your money into that.

Hopefully you can get some specific advice about the repair here or in the other forums.
