Rusty Hubs!

I know it's a BMW problem. I have it on my 3 series too, but on the Z it's more noticeable because of the huge wheels.
So what do you do?
Clean, or paint?

Clean fronts.. They're alloy. Paint rears.. They're steel.

Wax your wheels after removing the rust to protect them

Good advice above, I'll also add put some copperslip (copper grease) between the wheel and hub when re-mounting the wheels, it will make life a lot easier the next time you remove the wheels.

My biggest complaint when I bought my car!!!! I did manage to get them to replace all the callipers but not the hubs!!! Having said this the biggest cause of rust on these is the use of the wrong type of wheel cleaner, most contain mild acids which damage everything, the best I have found is BMW's own brand which is manufactured by Sonus.
Once rusted though nothing you can do, I even used acf50 but do not touch disc faces

Re:

Non acidic wheel cleaner is usually an alkaline based product which is just as bad.

I've never used anything more than thick snow foam or car shampoo.

My hubs and calipers are still like new after two years.
