NO ADAPTIVE- 18 or 19
so if you dont have the adaptive suspension, would you go for the 18 or 19 wheels if the area you live in doesnt have the greatest roads,, or does it make a difference at all??

I have the 19s. On a test drive, I didn't find them any more harsh than the 18s. I think the Normal mode, even with 19s is a decent ride, as good as the base suspension on 17s. On really bad roads with lots of bumps and potholes, I do get some suspension crashes but that's the case with any low profile tire.
EDIT: Re reading your post, since I have the adaptive suspension, I can't answer for how the 18s or 19s would be on the base suspension.

i've had 19's and 20's before and the ride doesn't change that much, however i've bent those rims on big pot holes... quite frustrating and expensive to replace them...
