Help with fuse box

I bought an Escort 9500xi and want to hardwire with a couple of options I have read, the map light consol, the tap into the cigarette lighter under glove box and the fuse tap method. The fuse tap was what I originally wanted to avoid any tapping into wires and cause a short somewhere but being 6’6” and getting under the glove box to find the “Shiny Fastener” that is quoted from the Owner’s Manual is quite difficult. The picture in the manual is not generally helpful either. Am I looking for a hand screw? What is that thin that 3 is pointing to?
