Climate control fan turns on automatically every time I start the engine! Why??

I can't figure out why the fan turns on every time I turn the engine on. I have to manually click it off each time. I have tried turning it off and then turning the engine off in case it was being stored in the key memory, but with no luck. Any ideas?

I find that hard to believe! You mean that the car can't be started up without any climate control being engaged?
