In that case, the one who maintains high boost longer is faster. It's simple logic. Therefor the tuned wins.

not quite, IS has modified intake and exhaust, they dont do much but still a slight advantage over I

The boost isnt always the main factor in HP and how fast two identical cars are. Different timing in example @ the same boost gives you different power curves etc.
