Brake cooling/oil cooler intake grills

Can anyone shed some light on why the intake grill in front of the oil cooler is restricted to only one row of openings in the grill? Why not make the entire opening functional like it has been in the M3's and also on the 35is? My car definitely has the oil cooler and it seems strange that the entire grill isn't open.
