There are a few around here like that. Either high-speed pursuit vehicles or the impounded/confiscated ones like KoJ's friend. I've seen some old Ford Explorers with a headlight out light someone up once.
I'm sure a lot of LEOs add light bars, etc. to their personal vehicles depending on the jurisdiction, department needs.
