Not only was VIR repaved at the end of the 2013 season, but they added significant width to many corners, especially on track out, making the course faster for any car driven on it. Hence new pavement (i.e. nice sharp asperities now on the racing line that tires love to grip) plus wider track created a completely different before/after track.
Now VIR was just repaved again a few weeks ago since the first job wasn't up to par, so while the track wasn't widened any further it's still got those nice fresh asperities everywhere.
Ditto on the comment about the drivers. In car video will show the skill, or lack thereof, of the drivers and hence the inconsistencies and widened error rate of test data.
