Yes it is normal.

The temperature gauge under the tach is oil temperature not coolant.

Once the needle is higher than 160F that is considered to be "warmed up". Another way to check if the car is warmed up is whether or not the car will give you an oil level reading (if no, not yet warmed up. if yes, warmed up)

Between 160F and 260F oil temp is normal. The thermostat to the oil cooler (if your car has one) opens at 240F so you should expect the oil temp to sit at around 240F when you are cruising. The car goes into power reduction after 260F and "limp mode" at around 290F
