Water is definitely a long term concern. Steps are being taken like raising conversation awareness and a desalination plan is being built.
Cost of living, also a concern. San Diego is cheaper than NorCal for sure, and there are options to lower the cost of housing.
State being broke... Not sure that should be a concern. CA economy is diverse and dynamic and the state has ability to generate revenue, but not necessarily the political appetite to make the tough calls needed to balance budget.
