Looks like a regular dry-barrel hydrant to me with three ports (I wasn't referring to the valve). The fire department decided to use the larger storzs quick connector on the 5" main and run the hose through the rich-boy's illegally parked BMW. Had that been the Chief's wife's car, they'd gone off the side port to the pumper.
