For me it is a reasonable decision.
The 23i is cheaper to buy, cheaper to drive (fuel consumption, wear, depreciation, etc.) and if you are not looking for the ultimate racing machine it also offers enough power to cruise along.
After all the E89 (in my opinion) is a comfortable fun ride which can be sporty if you want to (with the adaptive suspension). So why not go for the 23i and save some money...
PS: In Europe with three models available I personally believe the 30i does not make any sense. You either go reasonable (23i) or ultimate (35i) but the inbetween (30i) is somehow neither of the two. Just my two cents.
