It will probably make a tangible difference if it's 16" vs 20", as an example. Mind you, wheel size can't be taken alone and performance addicts will probably find various other places to add power/reduce weight, so everything counts, esp when talking about weight in the form of rotational mass.

That being said, I don't think that it's a biggie when going from 18" to 19" and those 313s look mighty fine. I can't stand how long it takes for me to clean those 293s (even though they are 18s...w/ 20 freaking spokes, they're probably heavier than larger wheels)!
