Here in California, you absolutely can get pulled over for no front plate, but I don't worry about that because the police usually have better things to do, at least here in Los Angeles. What I *do* worry about is the pesky Dept of Transportation (Parking Enforcement). They write no front plates like no tomorrow. They can hang a front plate ticket on your car whenever it's parked on a public street, and they go out of their way to enforce it. I have never once been pulled over for no front plate, but a meter paid hung a ticket on my car once when I was parked on a side street.
