Not really. If done with intent, then it would be classified as insurance fraud and he will go to jail. Again.
If no intent, then he would still need to be listed as a driver on the mom's insurance, which would increase her insurance rates by a comparable amount as if he was just getting his own. If he wasn't an insured driver on the car, then if it gets in an accident, no one is gonna cover it.
Probably not the best plan.
