If your top is down (but windows are up), I believe that there may still a diff between outside vs cabin temp and hence the a/c blowing cool air in.

I leave the A/C on with the top down - it cools the air around my feet in the summer, and warms it in winter.
You notice it when you slow down as the warm / cold air makes its effects felt higher int he cabin, but it is making a difference all the time.
